Promotional games of chance
Promotional games of chance are a popular marketing tool through which companies offer consumers the chance to win prizes, for example, through giveaways, lotteries, or ‘share & win’ campaigns. Although these promotions often seem harmless, they fall within the scope of the Gambling Act. This Act generally prohibits all games of chance, unless there is a legal exception or a granted license.
One of these exceptions is the promotional game of chance. This is permitted provided that the conditions set out in the Promotional Games of Chance Code of Conduct 2014, established by the Dutch Gambling Authority, are met.

Conditions
Participation must be free (except for a maximum of €0.60 in communication costs), the prize pool may not exceed €100,000 per year, and a maximum of 20 draws are permitted.
Also, the game conditions must be transparent, minors may only participate under certain conditions, and the draw must be fair and verifiable.
